Man Accused of Voyeurism at Shopping Centre Toilet Granted Bail Amid Public Outcry

A 58-year-old man, Patrick Mulligan, has appeared in court on charges of voyeurism following an alleged incident at Erneside Shopping Centre in Enniskillen on December 30. Mulligan is accused of observing a teenage boy in a compromising situation inside the shopping centre’s public toilets.

According to the prosecution, Mulligan followed the boy into the toilets after standing near him for several minutes. It is alleged that Mulligan entered a neighboring cubicle and was seen “on his hands and knees, looking under the cubicle divide” at the boy. The incident was reported by the boy, who was at the shopping centre with friends.

Security staff confronted Mulligan outside the shopping centre, and their interaction was recorded on video. The footage was subsequently uploaded to social media, where it went viral, drawing significant public attention and outrage.

Mulligan was arrested the following day and reportedly admitted to the allegations during police questioning. While the court was informed that Mulligan has no prior convictions, police classified the case as a “critical incident” due to the widespread dissemination of the video and the intense public reaction.

During his appearance at Dungannon Magistrates’ Court, police expressed concerns about Mulligan’s safety, citing the potential for retaliation. The court heard that Mulligan and his family were deeply worried about possible attacks stemming from the video’s circulation. While there were no specific threats against him, police emphasized the perceived risk.

Mulligan’s defense lawyer criticized the police for failing to provide adequate protection for his client, arguing that it was unjust to deprive him of his liberty due to their inability to manage the situation. The lawyer also highlighted concerns about Mulligan’s mental capacity, noting that his client had been interviewed in the presence of an appropriate adult.

After careful consideration, the judge granted Mulligan bail, acknowledging the lack of direct threats but describing the decision as “hesitant and reluctant.” Mulligan was permitted to return to his home under strict conditions, including non-disclosure of his address, no contact with the complainant or anyone under 18, and a ban on entering Erneside Shopping Centre.

Patrick Mulligan is scheduled to appear again at Enniskillen Magistrates’ Court on January 6. The case has sparked a debate over public safety, the rights of the accused, and the growing influence of social media on legal proceedings.
